Legalization
of foreign educational documents
to be
used in Russia
Enrollees must present the
original and a photocopy of the educational document. The photocopy of
the educational document and the translation of the document into Russian
must be bound and sealed by the Consular Department of the Russian
Federation Embassy in the enrollee’s home country or by a Russian
notary.
Legalization procedure
If you need to use foreign documents in the territory
of the Russian Federation, they should be legalized in Russian consulates
abroad after their legalization in the Ministry of Foreign Affairs or in
other authorized official institution of the country of the
document’s origin in accordance with the procedure established by
the legislation of this country.
The documents, made up or properly certified by the
consulates of foreign countries in the territory of the Russian
Federation, are legalized in the Department of Consular Affairs of the
Ministry of Foreign Affairs of the Russian Federation.
Legalization abolishment. Apostille
In accordance with Hague
Convention of the 5th of October 1961, abolishing the requirements of
legalization for foreign documents, which was joined by Russia on the
31st of May 1992, documents to be submitted to the Convention member
countries official authorities are of simplified certification. In these
cases you do not need to go through the chain authentication, which
finishes in embassies (consulates) of the countries where the document
will be used. Instead of it the document will contain only one seal, that
is the Apostille, affixed by the authorized body of the country of the
document’s origin.
The Apostille authenticates the signature of the official, in what
capacity he acts, and the seal and stamp which the document bears.
The signature, seal and stamp affixed on the Apostille do not need to get
any additional certification.
Each Convention member country specifies and designates by itself
the authorities which are granted a power to attach Apostille.
The Convention is not valid for documents executed in diplomatic missions
or consular institutions. Consulates of the Convention member countries
accredited in the Russian Federation do not attach Apostille and must not
legalize documents made up by the authorities or involving the
authorities of the represented country.
